The Trump administration faces two separate legal setbacks involving mail-in ballots and immigration policy.
The U.S. Supreme Court declined to allow a new U.S. Postal Service rule governing mail-in ballots to take effect before the 2026 midterm elections. The rule would have required states to provide voter lists to USPS and use agency-approved ballot envelopes with unique barcodes. Justices Samuel Alito and Clarence Thomas dissented, while Justice Brett Kavanaugh said there was a “fair prospect” the USPS has authority but that state and local officials did not have enough time to implement the rule before the election.
Separately, a federal judge in Boston blocked a DHS rule that would have replaced the longstanding “duration of status” system for foreign students and exchange visitors with fixed visa periods. The proposed rule included four-year limits for F and J visas and 240-day limits for I visas issued to foreign journalists, subject to renewal.
The two cases involve separate policies and remain subject to further legal proceedings.
